Job description
- Lead complex information technology procurement processes and act as the primary point of contact with internal clients;
- Advise internal clients by defining and implementing procurement strategies tailored to the business context, target market and nature of acquisitions, while ensuring rigorous risk management, fairness and sustainability. efficiency;
- Draft required documents, including calls for tenders, contracts, recommendations, requirements as well as descriptions of requirements, service levels, and security and information protection requirements;
- Organize and coordinate selection committees, prepare evaluation grids and participate in the decision-making process when required;
- Analyze bids received, conduct negotiations and make recommendations for the awarding of contracts;
- Proceed with the awarding of contracts and prepare related communications;
- Ensure a quality internal customer experience while exercising a control role with rigor and judgment;
- Train resources involved in procurement and contract management activities;
- Conduct market intelligence and recommend strategies to optimize and consolidate the contract portfolio;
- Prepare and validate documents related to the contractual processes and ensure their dissemination to the relevant stakeholders;
- Negotiate agreements in complex contractual dispute contexts;
- Develop technical specifications in collaboration with stakeholders to meet procurement needs;
- Draft and finalize contracts and their amendments in accordance with established requirements;
- Ensure proactive contract management to optimize supplier performance and delivered value;
- Interpret contractual clauses and provide advice on complex situations.
- Bachelor's degree in administration or a relevant field;
- Have a minimum of ten (10) years of experience in strategic information technology procurement;
- Have at least five (5) years of experience in public procurement on complex files;
- Have led at least two (2) complex procurement processes involving ERP systems in recent years.
- Master complex procurement processes including supplier selection, negotiation and contract drafting;
- Be aware of the contractual particularities related to licenses and technological goods and services;
- Demonstrate strong negotiation and supplier relationship management skills;
- Have expertise in contract management and a good understanding of legal clauses;
- Demonstrate strong business acumen in order to recommend relevant strategies;
- Demonstrate curiosity and a keen interest in business needs;
- Influence decisions with confidence and discernment;
- Adopt a proactive, structured and results-oriented approach;
- Efficiently manage priorities and conduct multiple files simultaneously;
- Demonstrate an interest in innovating processes and technological tools;
- Master common office tools.
